In fact, I'm not sure I'm totally deconfused. Example 2 in
http://shorewall.net/manpages/shorewall-mangle.html seems to be
suggesting putting a mangle rule in /etc/shorewall tcrules.

contains the html page title tag
<title>shorewall-mangle</title>
This confused me for a little while as I wasn't sure whether I was
writing a mangle rule
or a tcrules rule, as the wrong page title was appearing in my browser tab.

and has been removed.

I have corrected http://shorewall.net/manpages/shorewall-mangle.html
example 2.

In short, the tcrules file was replaced by the mangle file in
Shorewall 5 and tcrule information shouldn't be included in the
Shorewall 5 documentation set.
