Is Shorewall running after reboot (before a command line restart)? I had a version of Fedora that SELinux was blocking
when systemd ran it after reboot. Running from the command line was fine. I wound up creating a semodule to allow it.

i have a problems with all shorewall install on the latest CentOS 7.3
I think's that Shorewall is not started at the good time because at
all reboot, shorewall don't work (shorewall drop all packet without
information between eth0 and eth1). After a simple "service
shorewall restart" all work perfectly
any idea of this type of problems ?
Probably SELinux-related.
